Edmonton is where they're at because of poor managment decisions it's as simple as that. For the first time in a long time they finally have used the words "Full Rebuild" which will be a saving grace. They need to adopt the mentality that the rest of good teams have and thats overpaying for legit superstars and not paying heavy funds of third and fourth line grinders *cough cough* Horcoff, Pisani, Moreau etc.

The best thing they could do if they can is rid themselves of Souray or Gilbert and start making room for cheaper rookies, sophomores. Pittsburgh was miserable for years and now they are one of the best in teh league because they did a full rebuild and sucked so bad they stockpiled top 5 draft picks. Edmonton has always tried to keep the fan base happy by trying to ice a team that could squeek into the playoffs...not this year folks and its about fucking time.

By the way, I believe the City of Champions was adopted from the response of the 1987 tornado that took place but it it was also adapted to the local sports teams during that stretch.
